She represents buyers, sellers and developers of residential and commercial properties, and served for some 15 years as local municipal counsel. |

Experience Highlights Negotiated a settlement with the United States Postal Service in an action involving application of the Wetlands Protection Act to construction of a regional postal facility. Successfully defended a local Zoning Board of Appeals decision to deny a comprehensive permit for a housing project. Negotiated the terms of an agreement between the state and three communities regarding the reuse of the Metropolitan State Hospital. Recent Presentations/Publications Pat has addressed the Massachusetts City Solicitors and Town Counsel Association about the burden of proof required at the Housing Appeals Committee. Her writings are included in the association's publication "Hot Topics on Chapter 40B and Affordable Housing Issues." In the Community Pat serves on the board of directors of the Gladys Allen Brigham Community Center of Pittsfield, a multi-service community center serving young people, with a special emphasis on empowering girls.
